Stakeholders reach resolutions at Western Cape Water Summit

Media release by the Department of Water Affairs and Forestry

13 April 2006

 

Water Sector Stakeholders gathered on the second day of the Summit (12^th April 2006) for a way forward, devise an Action Plan and Adopt and Commit to Water Summit Resolutions.

 

Commission Groups (Water and Local Government, Water for Agriculture, and Water and the Environment) all had to report back to all Summit attendees on issues surfacing from each Commission Discussions, make Recommendations, suggest required Action Plans (within a particular timeframe) to combat the issue. 

 

Water and Local Government – Water Services Development Plans (WSDPs) once again surfaced as key tools for measuring each Water Services Authority (WSA) / Municipality should have for each demarcated area. WSDPs, thus serves as a key tool for measuring water supply and sanitation delivery - wether or not a Local Authority will meet the 2010 targets of providing all households with water and basic sanitation.

 

A task team (Water and Local Government) will draft a Provincial Stakeholder Water Services delivery will be formed, led by the Department of Water Affairs and Forestry.

 

The issue of funding water services projects was also raised and Partners (Development Bank of South Africa) urged Municipalities to draft clear and precise Business Plans, to access funding. This is only one of the funding solutions suggested at the Summit.  The task team will consolidate all the input and add to the Provincial Water Strategy. SALGA, a co-partner in hosting the Water Summit, will also form part of the task teams, to ensure that delivery materializes

 

In dealing with Water Resources, and particularly protecting these resources, such as rivers, streams, and others, partners agreed that existing programmes should all be co-ordinated, this includes the Provincial River Clean-Up Programme, the Local “Adopt a River Project” as well as the National River Health Programme.

 

The Minister of Water Affairs and Forestry, Ms Buyelwa Sonjica, and her Regional Director, Mr Rashid Khan, both re-iterated at the Summit, that the Department is eager to do more than just monitor and report on the state of the Rivers in the Western Cape.  The Task Team (Water and Environment), will draft a Plan, to urge Planners and Local Authorities to better plan for urbanisation and rapid development.   Compliance Monitoring (Enforcement) on all spheres of Governance (Local, Provincial and National) is also on the action plan.  Roles and responsibilities, including Financial Budgeting, were also discussed.

 

The need for a clear Provincial Policy for Development of Irrigated Agriculture, and the impact on land redistribution by 2014, were also discussed, and will be further investigated by the Water for Agriculture Task Team.  The issue of illegal water use, and the need for precise figures for the availability of water in each Catchment Management Area also came under serious scrutiny.  The National African Farmers Union, voice of Poor Resource Farmers in the Western Cape, will also form part of this Task Team.

Working for Water in the Klein River Catchments

The essence of the Working for Water project under the auspices of D.W.A.F. (Dept. of Water & forestry) is “Water Conservation through Poverty Alleviation and Alien Eradication.”

 

According to Tarron Dry, senior Project Co-coordinator for the Klein River Catchments, the core objectives are to approve areas for clearing from a conservation point of view, namely, water conservation and biodiversity.

 

Poverty alleviation goes hand in hand with social skills & physical development in terms of free training given to alien clearing teams.  The teams are set up with start up tools, which they buy over time.  Assistance is given with regard to hire purchase of vehicles as well as all other requirements and aspects of setting up full businesses and creating effective alien clearing teams.  Each team leader is awarded 24 clearing contracts over a minimum period of two years.

 

All Schedule 1, 2 & 3 aliens are removed through a process of spraying target specific poisons, cutting, felling and stacking.  The individual land-owners are responsible for obtaining fire permits to burn the cleared aliens.  The Govt. funded clearing project for each area includes 2 follow up cleans over a period of about 3 years, after which the responsibility for keeping the area free from alien plants reverts to the land-owner.  The land-owner, by way of contract, is also obliged to allow re-growth of indigenous plant species for an additional period of 3 years.

 

The Working for Water project received an estimated R1m funding for the 2007/8 Annual Plan of Operation (APO) to tackle the alien re-growth in the burned areas of the Klein River Catchments.  The funding for the entire project encompassing the whole Overstrand Municipality is estimated to be in the region of R3m.

 

As with many Govt. projects there is a tight trail of red tape, for obvious good reason, however, it is frustrating for the land-owners in the region who sign the relevant applications for clearing assistance, have their farms surveyed and mapped for clearing and are then informed, nearly a year down the line, that they are still not on the APO.  One hesitates to ask if these demarcated areas are, in reality, going to be cleared.

 

James Coetzee, a Nat. Parks consultant, says the WFW project’s initial focus needs to be the 30m area along each bank of the Klein River area as well as its main tributaries.  Sporadic alien eradication higher up is simply not being effective enough in contributing to the health of the Klein River.

Do you love your home, meaning the planet you live on? Of course
you do. Then why do we hurt the one we love?

During our many past lives each of us has done something to harm or
hurt Mother Earth, our home planet known as Gaia. Now, She seeks
retribution and we must comply. Gaia hurls major earth changes at
us, such as solar flares, hurricanes, earthquakes, global-warming,
and tsunamis to get our attention, wanting us to make amends. And
the time has come.

How do we go about 'giving back' to our planet and correcting our
karma with Her?

For instance, those of us who took part in the destruction of
Atlantis with the misuse of power, probably of a nuclear nature; or
creating a chemical overload in our food and earth; or the hundreds
of souls who participated in the World War II atomic bombs both
before and after, and other nuclear tests around the world - these
events and countless others have caused huge environmental rifts
and energetic dimensional cracks.

It's obviously time to make amends. It's time to take
responsibility for our home - Mother Earth. Here's how:

Gather together, or on an individual basis to pray, meditate, and
focus on healing your home planet: the earth, the core, the water,
the air, the sky, the sun, the galaxy, the dimensional doorways
from us to other worlds. Singing "HU" is a great healer. The word
HU is the ancient and sacred name for Divine Love, and is
pronounced like 'hue' or 'Hugh' and is sung in a long-drawn out
tone, over and over, rolling it off your tongue. HU is
ever-expanding and harmonious, healing you and opening your heart
to allow Divine Spirit to spiritualize yourself and your
environment - a personal way to make amends for past life karma.

When you consider how many people have performed guerrilla warfare
against the environment, clear-cutting, burning forests, scrapping
out mines, creating nuclear and chemical waste dumps, using plastic
containers - we all know what we've done - you will understand how
each act of unkindness adds up and has created our present dilemma.
Am I being hard line? You bet. But then our future is at stake,
nothing less.

Once a day for fifteen minutes per day singing HU out loud while
sitting, or inwardly as you go about your day, would help to heal
the rifts and doorways, mending portals of time. There is still
time, regardless of what anyone says: If you focus on and sing HU
once a day, practice recycling as if it were your religion, join an
environmental group that directly affects your neighborhood, and be
a co-worker on your planet it will change our future direction. And
what a lovely way to meet new people!

is the only solution left open to us. What do I mean?
Microbiologist Dr. Dierdre Brown (the main character) calls for a
total revolution of our beliefs that are based on an old state of
consciousness, which is partially embedded in traditional
religions. She calls for a symbiotic spiritual union, bringing
Muslims, Christians, and Jews together in to one spiritual ring. We
have been taught to be separate. Our tribal divisions are healing.
As the Beatles once sang: Come together.
